15th Annual Conference of the European Biosafety Association

Manchester/UK

9th EBSA 2006 Programme outline

PRE-CONFERENCE WORKSHOPS - WEDNESDAY, 31st May 2006
These workshops are run concurrently on Wednesday, 31st May from 09.00 until 16.30 hrs, the day prior to the Annual Conference. They are intended as training, and offer participants the regulatory and/or scientific backgrounds, but also plenty of opportunity for practical learning through interaction with experts in the field and colleagues.
Workshop Registration 08.30-09.00

• Workshop A: Behavioural-based safety
Tim Marsh, Ryder Marsh (Safety) Limited, UK
09.00-16.30
The workshop is a walk-through of the various best-practice behavioural techniques that can help an organisation greatly improve its safety culture.
As well as covering the concepts that underpin them, it has a particular focus on the "why do individuals do what they do" and what organisations can do to address the problems posed by human nature and the causes of human error. Case studies are used throughout the day to illustrate that all accidents could have been prevented and that management nearly always had an opportunity to prevent them.

• Workshop B: Animals and infectious organisms
Jan A.M. Langermans, Experimental Animal Services, Division Infectious Diseases, Animal Sciences group of Wageningen University and Research Centre, The Netherlands
Bert Jan Haijema, Faculty of Veterinary Medicine, The Netherlands
Ellen Joosten and Barry Plooyer, Intervet Nederland B.V, The Netherlands
09.00-16.30

Handling animals in association with infectious agents requires meeting the regulations, codes and guidelines to address quality animal care, employee safety and environmental protection. Both small and large animals need special attention for welfare, housing, containment and waste disposal. High containment requirements, handling small and large experimental animals will be addressed in morning lectures and interactive case studies on these subjects will be held in the afternoon.

• Workshop C: CANCELLED

• Workshop D: Designing and managing of a BSL3 laboratory
Evelien Kampert, National Institute of Public Health and the
Environment, The Netherlands
Philippe Stroot, GlaxoSmithKline, Belgium
09.00-16.30
This full day course has been designed for biosafety professionals and facility managers who have at least a basic knowledge of biological safety regulations and some experience in running a BSL2 facility. It will consist of two modules, one on BSL3 laboratory design and construction, the other on laboratory operation and management.
The module on design will cover the main organizational and conceptual aspects as well as some very specific, practical issues to consider when dealing with a construction or renovation project. The choice of equipment as well as commissioning and validation will be discussed. The management module will cover subjects like responsibilities, information and training, personal protection, health surveillance, work practices, waste management, cleaning and maintenance, and emergency procedures.
Exchange of experiences between participants and instructors will be encouraged through a few exercises and case studies.

• Workshop E: Risk assessment
Hans Bergmans, RIVM Bilthoven, The Netherlands
Gary Burns, AstraZeneca, UK
Kathrin Summermatter, IVI, Switzerland
Helmut Bachmayer, Novartis Int., Austria
09.00-16.30
The workshop will start by introducing the principles and methods underlying risk assessment for activities involving hazardous biological materials and an overview about the case studies to be discussed in the afternoon. This will be followed by an interactive session involving participants, and then by a more focused consideration of risk assessment involving work with different micro-organisms and with a variety of biological materials where there is known, suspect or possible contamination with infectious agents. Using the case study approach, participants will work in smaller groups to develop and understand the process of risk assessment as it relates to biosafety. At the end of the course, participants will share their learning in a concluding plenary session.
Note: This workshop is similar to the one offered in Prague (2004). EBSA has been
approached by a number of colleagues asking for this topic again.

Discussion Group 1: Transport regulations of pathogens And GMOs in Europe
Moderators:
Kristel Vermeersch, KVS & Partners, Belgium
Juergen Mertsching, Hannover Medical School, Germany
Description: The transport regulations have changed with an aim to facilitate the transport of certain biological materials. What is new? Are these new regulations really clearer and easier to use? What are the problems? Are there country differences and why? Come and share your experiences and questions and let's see if we can agree on common solutions to unclear situations.

Discussion Group 2: European biosafety: a common approach?
Moderator: Kathryn Tierney, Biotechnology and Pesticides Unit, EC
Ronald Zwart, Ministry of Housing, Spatial Planning and the Environment, The Netherlands
Description: the EC Directives provide legal frameworks for the safe handling and use of genetically modified organisms. However, the implementation of these Directives by the Member States may leave differences between the national regimes.
What are these differences, do they affect negatively research & development and commercial activities and if so, what options are available to improve the situations identified.
